In order to improve the quality of the university journals and develop the publication,the present paper discusses and analyses a number of problems such as the innovation of journal contents and style,the improvement of the quality of the journals and the staff,the current system for paper evaluation and selection,and the way of obtaining good - quality papers for the journals.The university journals in the underdeveloped provinces in the west can follow the developmental needs in the country only when they can improve the quality quickly. In this way,they can play a effective role in their work.
