乡镇图书馆承担着促进农村建设和培养新型农民的重任。阐述了乡镇图书馆的立法建设对社会主义新农村经济建设的作用,提出了我国南北地域乡镇图书馆建设现状和存在的问题,以及农民对农业生产科技图书的需求。并对河南省宜阳县高桥村实地考察,分析研究利用图书馆培养新型农民的优势和我国政府早日实现图书馆立法,促进乡镇图书馆建设的战略目标。

The Rural Library undertakes the heavy task of promoting the rural construction and training the new peasants.This paper describes the effects of the legislation construction of the Rural Library for the economic construction of the new socialist countryside,proposes the status and problems of the construction of the Rural Library in the north-south regional in china,and the peasant＇s requirement for the scientific and technical books in agricultural production.And the field work in Gaoqiao village,Yiyang county of Henan province,analysis and research the advantages of training the new peasants in using library and the early realization of the library legislation,promotes the strategic target of the construction of the Rural Library.
