From "Twenty-four Decree" to See Li Genyuan's Administrative Thought in Shaanxi Province

李根源在任陕西省省长期间颁布了"二十四道政令",其涵盖的范围非常广泛,包括肃清吏治,慎刑重律;整饬财政,严禁鸦片,垦荒植林;发展教育,保护文物古迹等,由此可以看出他安境保民、造福一方的意愿与抱负。

Li Genyuan govern Shaanxi Province as Governor promulgated the＂twenty-four decree＂,which covers very wide range,including the official elimination,be careful treatment for criminal law;marshal the finance,prohibit opium,reclaiming and tree planting,development of education,protection heritage,etc.which can be seen he firmly insisted that one should governs incorruptibly,devoted to the local peace,and made the remarkable result.This paper tries to discuss Li Genyuan＇s administrative thought in the main of twenty-four decree.
