由于当前中国社会的政治结构因素和地方政府公司化的倾向,使得地方政府的自主性下降。深圳市的城中村改造政策难以得到有效执行,即政策执行的自主性同样面临着削弱的趋势,其原因在于政策制定的高度自主性。
