摘要
运用机制设计的相关理论发现,我国当前突发事件应急管理机制中机制运行结果和机制设计目标发生偏离的原因在于:个体理性与集体理性存在的冲突,信息效率低下,沟通不畅以及信息成本过高。完善激励机制,实现个体理性与集体理性间的相容;疏通信息传导机制,提高信息效率,降低应急机制的信息成本等可完善我国突发事件应急机制。
Mechanism design is a system design or institutional arrangement to solve the problem of different incentives and system control under asymmetric information. From mechanism design theory perspective, this article analyzes the derivation of mechanisms operating objectives and results in emergency management mechanism in China. The derivation results from the following: (1) conflict between individual rationality and collective rationality, inefficiency of information transmission; (2) poor communication, and high cost of information. This article presents some proposes to perfect emergency management mechanism, including improving the incentive mechanism, achieving compatibility between individual rationality and collective rationality, clearing the information transmission mechanism, improving the information efficiency, and reducing the information cost of the emergency system.
