摘要
智能电网试点项目评价是坚强智能电网建设第1阶段(规划试点阶段)的重要环节和步骤。考虑项目技术性、经济性、社会性以及实用化等方面,参照世界银行及国家政府部门普遍采用的设计准则———SMART准则,构建智能电网试点项目评价指标体系框架。针对智能变电站、配电自动化和用电信息采集系统3类试点工程分别提出相应的评价指标体系。
Evaluation of the pilot project of smart grid is the key link and an important step for the first construction phase (the planning and pilot phase) of strong and smart grid. Based on the widely used designing criteria--the SMART Criteria, an evaluation indicator system framework is established with consideration of the technical, economical, social and practical aspects of the projects. According to three types of pilot projects including smart substation, automation of distribution system and power utilization information collection system, the corresponding evaluation indicator systems are proposed respectively in the paper.
