Influence of Stipulated Charge on the Cost of Short-Distance Overhead Transmission Lines

基于对短距离架空线路工程造价的专门研究,以220 kV架空短线路工程为例,分析了规定性收费对架空短线路工程造价的影响。勘察费、环评水保等6项费用、设计文件评审费、调试费及监理费对架空短线路工程造价有一定的影响,且线路愈短影响愈大。由于当前输电线路工程中短线路越来越多,对规定性收费架空短线路造价增加的量化,可以在工程投资审查、工程造价分析等方面发挥作用。

Based on a case study of the cost of a 220 kV short-distance overhead transmission line project, this paper analyzes the influence of stipulated charges on the cost of short-distance overhead transmission lines. It is concluded that the influence of the fees of engineering survey, environmental assessment and water conservation, and the design document review fee, the testing fee and supervision fee on the cost of short-distance overhead transmission lines decreases in return, and the shorter the distance of the lines, the larger their influence. Due to the fact that more and more short-distance overhead transmission line projects are currently proposed, quantification of the stipulated charge-caused cost increase will play an important role in the project review and cost analysis.
