辖区人口、面积、经济发展水平与县级政府规模——以四川省为例

Population,Area,Economic Development and County Government Size——Taking Sichuan Province as an Example

在对政府规模影响因素进行文献回顾的基础上,以2007年四川省177个县级行政单位为分析样本,对影响政府规模的经济发展水平、人口、地理等因素进行较为客观的考察和评估,构建的模型证实人均财力与政府规模呈正相关,人口规模与政府规模呈U型关系,地域面积与政府规模呈倒U型关系。四川省在县级政府规模上存在规模经济,并测算出规模经济的拐点。提出了推进县级行政区划改革和优化县级政府规模的建议。

On the basic of literature review to the factors affecting the size of government,it taked the datas of 177 county-level administrative units in 2007 in Sichuan Province for analysis samples and investigated economic development,population,geography and other factors which affected the size of government levels.The paper built U-model to prove that per capita financial resources was positively correlated with the size of government,the relation between population size and the size of government was U-shaped and the relation between geographic area and the size of government was inverted U-relationship.It proved that scale economics existed in the county Government Size in Sichuan Province and calculated the point of inflexion of scale economics.The resulting proposed changes to administrative divisions,and optimize the size of county government＇s proposal.
