摘要
"一黑一白"发展战略实施十几年对新疆经济影响巨大,目前该区域处于向"新型工业化"发展战略的转型期。本文对"一黑一白"发展战略的实施效应以及战略转型中存在的问题提出一些观点和看法。在低碳经济即将到来时刻,对新疆以矿物能源为基础建立的经济发展战略予以几点思考。
The implementation ＂oil and cotton＂ development strategy has exerted tremendous impact on economic development in Xinjiang. At present, the region is in the transitional period to the ＂ new industrialization＂ development strategy. In this paper, some points and views are made about tbe effectiveness of implementing ＂oil and cotton＂ development strategy exiting problems. With the coming of low -carbon economy, some thoughts and suggestions are put forward concerning the establishment of fossil energy - based economic development strategy in Xinjiang.
