对统筹新疆城乡就业问题的探讨

On Coordination of Urban and Rural Employment in Xinjiang

党的十六届三中全会明确提出了"五个统筹",其中,统筹城乡就业不仅是统筹城乡发展的重要内容,而且也贯穿于其他几个重要统筹之中。当前,扩大内需、维护社会和谐稳定、缩小城乡差别、改善民生等都对统筹城乡就业提出了现实的要求和全新的内涵。本文在就业与统筹城乡发展提出的背景下,对新疆城乡居民就业现状进行了分析,同时指出了统筹城乡就业的政策障碍,在此基础上提出了统筹新疆城乡就业的政策建议。

The Third Plenary Session of the Sixteenth CPC Central Committee clearly put forward the ＂five balances＂, in which coordination of urban and rural employment is not only an important part of both urban and rural development, but also runs through other important coordination. Currently, factors such as expansion of domestic demand, maintaining social harmony and stability, redueing the urban- rural difference and improving people＇s livelihood are all made of realistic requirements and new connotations of urban and rural employment. This paper analyzes the necessity and significance of employment and coordination of urban and rural development and the status quo of employment of urban and rural residents in Xinjiang. At the same time, it points out the obstacles to urban and rural employment in respect to policy and proposes policy recommendations of urban and rural employment.
