摘要
为了从整体上认识供水行业发展与改革问题,应用系统动力学方法,在分析供水服务行业的公共服务、市政服务、环境服务特性及要求的基础上,确定了以公平、安全、高效与可持续为核心的行业多重发展目标,并将行业性质与目标相结合,分析设计了供水行业发展的要素补给机制、服务主体培育机制与激励竞争机制等内部动力机制,以及政府权责划分机制、信息公开与公众监督机制、发展支撑平台等外部动力与约束机制。
In order to understand development and reform problems of water supply industry integrally, the multiple development objectives focusing on equitableness, safety, high-efficiency and sus- tainability for water supply industry are determined based on analysis of its characters of public service, municipal service and environmental service with method of system dynamics. The internal power mecha- nisms consisting of product factors supply system, service agent training system and competing and stimu- lating system as well as the external power and restriction mechanisms consisting of governmental right and duty segregation system, information open system, public regulatory system and development support platform are analyzed and designed.
