我国农村社区建设的主要模式及其完善的基本方向

The Main Patterns and Basic Perfect Directions of Rural Community Building in China

经过多年的建设,我国农村社区建设已形成了若干模式,有的已取得了较好的成效,但我国农村社区建设模式尚处于摸索阶段,各种模式也都存在不少问题。本文认为,不论是各地选择符合自身历史文化、自然地理、社会经济状况的社区建设模式,还是已有模式的完善,都应重点围绕以下基本方向:充分尊重农民的意愿、把社区规划与社区管理相结合、与区域经济发展相结合、与当地城市一体发展、与当地的文化资源相结合、立足于完善有关的制度和机制。

A number of rural community patterns have been formed in China after many years＇construction. They can be divided into several types according to the administrative boundary, the distance between rural community and town, the institutional reform, the power and function between government and rural community, and all of them have achieved some good results. However, the construction of rural community patterns is still at an exploration stage, both in practice and in theory, and exists many problems. As a result, no matter what pattern we choose according to rural historical culture, physical geography, and social and economic status, or whether we just continue to deepen and perfect the original patterns, the following directions should be focused on： fully respect farmers＇wishes, make community planning in advance, combine community planning with community management, in the light of local economic development, integrate rural community with the integrative urban development and the local cultural resources, and base on the prefection of relative systems and mechanisms.
