绿色转型的内在结构和表达方式——以太原市的实践为例

Green Transition of Economic and Social Development:Structure and Expression——A Case Study in Taiyuan

本文以太原市为例,对我国绿色转型的发展逻辑与政策实践做了比较深入的研究。文章着重分析了太原市绿色转型的动力结构、利益主体、关键领域和推进方式,深入探讨了绿色转型的特征和困境。研究认为,当前要在国内实现绿色转型,只能以政府行为推进。而这种自上而下的动力机制,在将绿色转型这种制度性规则输入当代社会时所导致的政府、企业和普通民众间的博弈,超越市场和社会,相当程度上主导着绿色转型的过程和结果。

Taking Taiyuan as an example, this article conducts a relatively systemic case study for the development logic and policy practice of China＇s Green transition. Focusing on analysis of drive forces, interest parties, critical areas as well as promotion methods of Green transition, the paper forms a deep and thorough discussion about the characteristics and dilemma of Green transition in Taiyuan. The study shows that Green transition can only be put into practice with the promotion of government, because this top- down drive mechanism produces the interaction among government, businesses and the general public, which surpasses market and society and creates a dominant effect on the process and result of the Green transition.
