摘要
发达国家普遍制定了诸多有利于青年进入劳动力市场就业、参与社会保险的政策和机制。借鉴国际经验,考虑到人口与劳动力市场不久将出现根本性变化,当前我国需要构建一个专门处理青年事务的中央行政机构,加快制定有针对性的青年劳动力市场政策,结合中国特殊国情建立青年社会保护体系,并着力提升政府和社会对弱势青年群体的社会救助水平。
Developed countries generally make policies and mechanisms that are in favor of entering the labor market,participating in social insurance for youth.Taking into account of Chinese rapid change of population and the labor market in the near future,we need to specifically build up a central administrative body,speed up the policy-making targeted youth labor market.And we should also establish young social protection system in accord with Chinese special conditions,and take efforts to improve social assistance level of vulnerable youth.
