摘要
在对黄土高原水土流失特征全面分析的基础上，从宏观的角度提出了实现该地区生态平衡、保持水土和持续发展的目标，以及达到目标需要采取的对策。
On the basis of the comprehensive analysis of soil and water loss characteristics in the loess plateau,the goal of ecological balance, soil and water conservation and sustainable development in the region is advanced from macroscopical angles. In addition, the countermeasures required to be taken for realizing the goal are put forward too.
