总结了改革开放以来,安全培训工作取得的巨成就及其对安全生产工作的贡献;分析了安全培训存在的困难和问题及其存在的原因;基于发展的观点,提出要正视安全生产培训存在的困难和问题,立足我国国情,实施若干重点工程,构筑和完善安全培训的成效机制,充分发挥安全培训在安全生产中的人力资源保障作用。

the paper researches on the establishment and perfection of effective mechanism on safety training under the guideline of safety needs and safety supervision,and compose of the following,the achievement and contribution of safety training on work practice since Chinese reform and opening up,the analysis of current safety training system,the solution of establishment and perfection of safety training based on the view of development and our national condition.The effective mechanism of training system will enforce human resource of safe work practice.
