高等院校建设学习型政党必须重点坚持和把握好对建设主体进行积极的引导性原则、健全建设机制的系统性原则、搭建建设平台的实效性原则、完善学习型党组织建设的自觉性原则,惟此,才能充分激发个体成员的学习热情,充分调动学习的积极性、创造性,使学习产生出凝聚力和战斗力,不断提升素质、强化能力、提高执政能力。

In building up learning-oriented CPC organs, higher learning institutions must adhere to and adopt the principle of actively guiding the subject under focus, perfect the systemic principle of construction mechanism, set up the effacious principle of building up platforms, and perfect the initiative principle of learning-oriented CPC organization construction. Only by so doing can individuals be enthused and fully motivated so that such a learning can generate cohesiveness competitiveness to constinuously uplift the quality and ability of governing.
