摘要
房地产市场发展与民生问题息息相关。以调控房价为主要目标的房地产宏观调控,自1988年国务院召开"第一次全国住房制度改革工作会议"开始,共经历了五个阶段:1988~1996年、1998~2002年、2003~2007年、2008~2010年4月、2010年4月至今。在不同的阶段,调控措施的重点和指向都有一定差别。从"价、量、投资"的角度来看,房地产业变化的趋势与历次宏观调控的目标并不同步。现阶段,在我国宏观经济走势影响下,以控制房价为主要目标的"房地产新政"面临重大考验,需预防双重泡沫的产生。房地产调控的未来效果与政策的力度及其持续性密切相关。房地产调控目标的实现将考验政府的施政智慧。
The real estate market development and livelihood issues are closely related.Since "the first national work conference on housing reform" in 1988,the macro-regulation of real estate aiming at regulating the price of real estate has experienced five stages: 1988 to 1996,1998 to 2002,2003 to 2007,2008 to April 2010,and April 2010 until now.The focuses of regulating measures and points have some differences at different stages.From the view of "the price,the amount and the investment",the real estate industry trends and previous macro-regulation aims are not synchronized.At this stage,under the influence of macroeconomic trends in China,"New Policy of Real Estate" aiming at regulating the price of real estate is facing a severe test,which needs to prevent the double bubble.The future effects of real estate regulation and the strength and sustainability of the policy are closely related.The goals of real estate regulation will test the administration wisdom of the central government.
