人口承载力视野的政策应用与调控区间

The Policy Application and Regulation Range in the View of Population Bearing Capacity

人口承载力是确定区域人口目标和制定相关管理政策的依据,对区域发展尤为重要。但传统研究与现实情况出现背离,究其原因在于对人口承载力的影响因素出现误判。从经济学的生产函数理论出发表明,以就业为主的经济因素是影响区域人口承载力的直接影响因素,其他因素作为经济因素的成本要素间接影响着区域人口承载力。应转变以传统人口承载力研究为依据来调控人口的思路,从影响人口承载力的经济因素入手,通过对产业和就业结构等经济因素的调整来调控区域人口规模,并在调控中兼顾基本公共服务均等化目标。

Population bearing capacity is the basis to determine the regional population goals and to formulate the relevant management policies,especially important to the regional development.However,deviation occurs between the traditional researches and reality situation,which because that there is miscarriage in the impact factors of the population bearing capacity.From the production function theory of economics,it is considered that employment-oriented economic factors is the direct impact factor of the regional population bearing capacity and other factors as elements of economic factors indirectly affect the regional population bearing capacity.We should change the idea of regulating the population according to the traditional researches on the population bearing capacity,start from the economic factors which affect the population bearing capacity,regulate the regional population scale through the adjustment to the industry and employment structure and other economic factors,and give consideration to the equalization goal of basic public service in the meantime.
