图书馆事业立法滞后的主要原因是:公众对图书馆利用率低、社会对图书馆的立法重视不够、图书馆单位分属系统不同、立法理论准备不足和众多立法观点分歧严重等。为解决这些主要问题,文章提出了加强图书馆立法理论研究、图书馆建设及立法宣传等方面的对策。参考文献22。

The main reasons of the legislation lagging in library career are the low utilization of library,the less attention of the societyto the library legislation,the different organizations libraries belong to,the ill preparation of legislation theories and the serious differences of the legislation points of view and so on.In order to solve the problems,this paper presents the measures to strengthen the legislation theories studies,library construction and legislation propagation and so on.22 refs.
