Modern Service-oriented Government in China and its Construction

温家宝总理在政府工作报告中多次强调要努力建设人民满意的服务型政府。构建服务型政府应加快政府流程再造,不断提高地方和基层政府执政的能力与水平,有序扩大公民的政治参与。构建现代服务型政府要构建一套正确的政绩观和科学的考核体系,完善考核和监督机制,有效防止政府误用或滥用权力。

Government Transformation has become the focus and key of ＂Eleventh Five-year Plan＂ of administrative reform.Building service-oriented government should speed up the government process reengineering,and continuously improve the local and grass-roots administration＇s ability and level of training of modern civic consciousness and public spirit of expanding the effective citizen political participation,to achieve the government＇s public management and social autonomy of the effective interaction.It is necessary for a modern service-oriented government to build a correct performance view and a scientific assessment system,continuously improve related systems,and prevent government away from abuse of power effectively.
