针对数字信息资源在国家、机构、个人等层面所存在的安全威胁,探讨了数字信息资源安全的国家规划与管理,提出应构建包括强制报案制度、认证制度、等级保护制度的数字信息资源安全保障制度。

In view of the safety threat on the country, the organization, and individual by the digital information resources, the paper has discussed the national planning and the administration on digital information resources security, and has proposed construction of the digital informarion resources security and safeguard system including forces to report system, the authentication system, and the rank protection system.
