摘要
通过对美国水务行业监管体制、监管内容及工具方面的实践经验分析,提出中国应当通过明晰水权、依法治水、健全体制、明确职责、采用有效的技术工具和建立科学的水价形成机制等措施,加强水务行业监管。
The regulation system, content and tools of water utilities regulations were analyzed in the United States. Water rights, water law, sound regulatory system, effective monitoring tools and a scientific water price formation mechanism should be reinforced in Chinese water utilities regulations.
