摘要
宁夏石嘴山市市级卫生监督体制改革于2002年7月完成,和全国大部分地区一样,机构内设科室设置参照了原卫生防疫站监督科室的设置模式。但在2003~2005年的运行过程中,逐渐暴露出内部职能混杂、权力过于集中等弊端,影响了工作效率和执法的公平公正。鉴于此,我们于2006年调整科室设置,开始了许可权、监督权、监测权、处罚权四权分离运行模式的探索。经对实施前、后3年的效果比对,提出在卫生监督机构内部建立权力分解、相互制约的运行模式,能取得更加明显的效果。
As we know, the development of all parts of the country is very unbalance. The health supervision institutional reform of Ningxia Shizuishan municipal was finished in July 2002. The same as most of the country, the sections of health inspection agencies were set up by reference to the settings mode of original supervision department of Health and Epidemic Disease Prevention Station. During the operation process from 2003 year to 2005 year, the drawbacks gradually exposed such as internal functions of mixing, over-concentration of power. It seriously affected the efficiency and fairness of law enforcement. In view of this, we adjusted the department setting to explore fight separation operating mode. After comparing the implementation effects of preand post three years, we propose to set up operating mode by the fight of decomposing and mutual constraining in health supervision agency which can achieve more obvious effect.
