On China Communist Party's Connotation Evolution of Social Security System in the New Peroid

改革开放以来,"社会保障体系"的内涵在党的文献中经过了一个逐步演进的过程。党的十二届四中全会提出了以"社会保险、社会福利、社会救济"为主体的"小体系";十四届三中全会发展为包括"社会保险、社会救济、社会福利、优抚安置和社会互助、个人储蓄、积累保障"的"大体系";十六届四中全会提出了"社会保险、社会救助、社会福利和慈善事业相衔接"的"中体系";十六届六中全会将这一体系的发展目标确定为"覆盖城乡居民"。党的十七大明确将"社会保障体系"的内涵概括为三项基础制度、三项重点制度和两项补充制度,这是对于"社会保障体系"内涵的科学发展。

After reform and opening up drive,the connotation of social security system undergoes a process of evolution in Party＇s documents.In the Fourth Plenary session of the Twelfth Central Committee,our Party puts for ward the system of social insurance,social welfare and social relief;In the Third Plenary session of the Fourteen Central committee,our Party proposes the system of social insurance,social relief,social welfare,support and social help,personal saving and saving protection.In the Fourth Plenary session of the Sixteen Central Committee,our Party proposes the system of the connection of social insurance,social help,social welfare and charity.In the Seventeenth National congress,our party proposes that the connotation can be summarized as three basic systems,three key systems and two supplementary systems which is the scientific development of its connotation.
