区域旅游产业均衡发展机制的博弈论模型分析——兼论政府的职能定位与作用发挥

The Model Analysis of the Balanced Development Mechanism of Regional Tourism Industry:On Government's Function Orientation and Influence

区域旅游产业发展的重要目标之一就是保持旅游业的健康发展和可持续发展,实现这一目标必然要求从宏观的角度审视区域旅游产业发展中整体利益与局部利益之间的均衡,从战略的高度审视区域旅游产业发展中长期利益与短期利益之间的均衡。通过构建博弈论模型对区域旅游产业发展中的两种均衡机制进行分析,证明完全市场竞争机制作用下的利益分配机制无法实现区域旅游产业的健康持续发展。针对这种情况,政府要充分发挥自身职能,在服务型政府的行政模式下,保障市场主导型的区域旅游产业持续健康发展。

Keeping the healthy and sustainable development of tourism,which is the main objective of regional tourism development,calls for the balance integrated interest and regional interest from a wide perspective and the balance of long-term interest and short-term interest from a strategic perspective.This paper analyzes the two kinds of balance mechanisms and holds that interest distribution mechanism controlled by market competition cannot adapt to the healthy and sustainable development of regional tourism.So the exertion of government＇s function can help this healthy and sustainable development.
