湖南省城乡一体化的评估体系研究

Study on the Evaluating System of Urban-rural Integration in Hunan province

文章系统总结了湖南省统筹城乡发展的基本特点，并以2007年为现状年，选取18个指标，以因子分析法对湖南省14个地级市的城乡协调程度进行比较，通过对湖南省城乡一体化水平的原始数据的收集、整理和分析，结果显示，湖南省14个地级市的城乡一体化水平存在巨大的差异，针对现实状况，结合湖南省区域城乡一体化发展的基本特点，本文解释了湖南省城乡一体化的存在的原因，并提出了尊重农民权利、加快县域经济发展、加大农业和农村支持力度、实施区域分异政策等促进湖南省城乡一体化的建议。

The thesis summarizes the basic characteristics in urbanrural integration development in Hunan Province. Then choosing eighteen indexes, this article designs an evaluating indicator system which is to compare four- teen regions of urban - rural coordinated degree in 2007 by the factor analytic method. Based on the primary data col- lection, the reorganization and the analysis of urban - rural integration in Hunan Province, the analysis result demon- strates that there exists huge differences among fourteen urban - rural integration regional cities. Unifying the basic characteristics of Hnnan region urban - rural integration development, this article explains the inside reasons of big gaps in urban - rural integration within Hunan, proposes the suggestions to respect the rights of farmers, speed up the county economic development, increase agricultural and rural support as well as implement the policy of regional diversity so as to promote the urban- rural integration in Hunan.
