摘要
三峡工程是长江综合防洪体系的骨干工程,对长江中下游防洪具有十分重要的作用。2010年汛期,长江流域干流和多数支流发生较大洪水,通过科学调度三峡水库,及时拦洪、适时泄洪,有效削峰错峰,避免了上游洪峰与中下游洪水叠加给沿岸人民生命财产安全造成的威胁,三峡工程的防洪效益得到了充分发挥。回顾了规划确定的三峡工程防洪作用,简要介绍了2010年长江洪水特性,结合2010年三峡工程实际调度运行,分析了三峡工程的防洪调度方式及效果,探讨了与水库调度相关的几个问题,并对今后的工作提出了建议。
Three Gorges Project(TGP),a backbone of Yangtze River comprehensive flood control system,plays an important role in the flood control of the middle and lower Yangtze River.In the flood season of 2010,heavy floods happened in the main stream and most of the tributaries,but the threat of peak flood from the upper reach meeting with the flood from the middle-lower reaches to the people was avoided through scientific operation as timely flood detention,appropriate flood discharge and effective peak reduction and shifting.We review the flood control effects determined in the plan,introduce the characteristics of 2010 flood of the Yangtze River,analyze the mode and effect of flood control operation of TGP,discuss several matters relating to reservoir operation based on the practice of flood control operation in 2010 and provide some suggestions.
