摘要
目的了解济南市天桥区社区卫生服务资源配置现状,分析存在的问题,为制定下阶段的区域卫生规划和资源配置标准提供科学依据。方法对天桥区社区卫生服务机构采用一机构一表的调查方式,问卷包括:"市辖区社区卫生服务常规监测表"、"社区卫生服务中心常规监测表"以及"社区卫生服务站常规监测表"。结果 (1)平均每个街道或镇拥有3家社区卫生服务机构,78.60%的社区卫生服务机构纳入城镇职工医疗保险。(2)人力配置。有社区卫生服务人员810人,其中卫技人员占76.30%,医护比为1:0.75,培训比例低,上级支援不到位。(3)物力配置。硬件设备基本到位,提供较好的就医环境。(4)财力配置。财政投入逐步加大,社区卫生服务专项经费投入增加了6倍。结论统筹社区卫生资源,优先提高社区卫生服务机构医务人员的综合素质,建立稳定的卫生人力资源的流动机制和社区卫生服务补偿机制,同时按需求调整硬件设施。
OBJECTIVE By exploring and analyzing the resource allocation of community health services in Tianqiao,Jin'an;We can provide a sound scientific basis for establishing the standard of regional health planning and resource allocation in the future.METHOD Every health service in Tianqiao obtained questionnaires,which include:'Monitoring Schedule of Community Health Service in City','Monitoring Schedule of Community Health Service Center'and'Monitoring Schedule of Community Health Service Station',RESULTS(1)There are on average three health service stations in each street or town,and 78.6% of them are brought into the medical insurance for urban workers.(2)Collocation of human resource:there are 810 people working in Health Service,in which the health personnel account for 76.3%.And the doctor-nurse ratio is 1:0.75.While,few of them have been trained well;and the support from higher-up is not sufficient.(3)Equipment allocation:The hardware device is fully equipped and thus it comes to a good medical environment.(4)Financial resources:The finance is improving gradually,and the fund investment on community health service has been increased by six times.CONCLUSION It is better to plan the community health resource as a whole,and preferentially boost the whole quality of medical personnel in health service.Furthermore,steady mechanism of health human resource and reimbursement mechanism for community health service need to be built up.At the same time,the equipments should be adjusted when it is necessary.
