摘要
质量管理一直被视为一个重复性运作占主导地位的管理领域,而项目管理则适用于短期内创造独一无二的产品与服务。然对于那些将项目作为组织活动的基本形式的项目组织(project-based organizations)而言,项目管理本身也是一种正在持续的,重复性的运作,这些运作中的一些内容能够被质量管理实践加以运用。所以,在项目组织中,有必要将项目管理和质量管理整合起来加以运用。二者的整合有利于改进全面质量管理文化。事实上,只要考量到以客户为中心、团队合作与持续改进的基本原则,那么通过建立正规的项目管理方法和项目管理技术,项目组织就充满了质量原则,项目管理和质量管理就能达到很好的整合。
Quality management(QM) has been purview of an area of operations management where repetitive processes dominate,while project management(PM) is applied to temporary endeavors to create unique products or services.However,for project-based organizations,where the project is the basic form of organization for its operation,PM is of itself an ongoing,repetitive operation to which at least some of the QM practices could apply.So,it is essential for project-based organizations to integrate the project management and quality management.The conformity between QM and PM is advantageous to improve a total quality management culture.In fact,by considering both disciplines in terms of the fundamental principles of customer focus,teamwork and continuous improvement,it can be shown that by instituting a formal project management methodology and instituting basic PM technique,project-based organizations can fulfill quality principals,and both the quality management and project management can be of high conformity.
