论欧盟第一起对华反补贴调查

On EU's 1st anti-subsidy investigation into China

欧盟启动对中国输欧铜版纸的反补贴调查,既是世界经济大环境变动的结果,也是欧盟追随加拿大和美国做法的结果。如果最终征收了反补贴税,那么对于中国和欧盟的生产者和消费者以及政府都会造成一定的利益上的影响。但由于欧盟的调查取证将会很困难,还有很多必要的程序要走,这第一起反补贴调查不会很顺利,而且今后欧盟频繁采用反补贴措施的可能性也不大,不必过于忧心。

EU starts to make an anti-subsidy investigation into China＇s art paper export to European.On one side,it is the result of the change of world economy environment;on the other side,it＇s also the result of EU＇s following the U.S.and Canada＇s action.If China was levied on anti-subsidy duty,there would be great effect on China and EU＇s producers and consumers.Also,there would be influence on benefit of each government.But it＇s very difficult for EU to obtain proper evidence,and there must be many necessary procedures.So this 1st investigation will not go swimmingly.Furthermore,the possibility is so little for EU to take anti-subsidy measures later.In a word,it＇s unnecessary for us to take much care about it.
