Practice is the theoretical foundation and soil. Survey of the scientific connotation of scientific concept of development from a practical perspective may enhance its discipline status. The sientific concept of development is not only the theoretical result developed during the long practice of the CPC but also the theoretical essence continuously refined with pratice; therefore, its scientificity provides a theoretical support for future practice
