《教育规划纲要》中立足改革创新,对民办高等教育的地位、作用、功能在《民办教育促进法》的框架下进行了细化和提升。认真学习并贯彻落实《教育规划纲要》精神是当前民办高等教育界的重要任务,是指引民办高等教育改革和发展的行动纲领。《教育规划纲要》坚持了对民办高等教育"扶持与规范并举"的原则,扩大了大力支持和依法管理的领域和力度,突出了"两手都要抓,两手都要硬"的政策取向。

Oriented to reform and creation, the document Outline to National Middle-and Longterm Education Reform and Development Plan makes a further elaboration of the positions, roles, functions of the non-governmental higher education in the framework of the Non-governmental Education Promotion Act. It is one of the important tasks for the non-governmental higher education institutions to study and carry out the outline, which is the action guideline of the reform and development of non-governmental higher education. The outline emphasizes the principles of ＂support and regulation＂ for nongovernmental higher education, and it enlarges the fields and increases the strength of supports and administration, highlighting the policy orientation of ＂doing two types of work at the same time and attaching equal importance to both＂.
