在对陕西民办高等教育深入调研的基础上,论述了加快推进陕西民办高等教育改革,要改善民办高等教育发展环境,为民办高等教育改革提供政策保障;要改革民办高校内部管理体制,以建立现代大学制度为突破口,激发民办高等教育健康发展的内在活力;要创新民办高校人才培养模式,将切实提高教学质量作为落脚点,为民办高等教育健康发展的夯实基础。

On the basis of deep investigation into the non-governmental higher education in Shaanxi, this paper discusses the methods to promote the reform of non-governmental higher education in Shaanxi： to improve the development environment of non-governmental higher education so as to provide policy support to the reform of non-governmental higher education; to reform the internal administrative system of non-governmental colleges and to stimulate the internal energy of the healthy development of non-govern.mental higher education by establishing modern college systems; to innovate the professional-training modes of non - governmental colleges by improving the teaching quality so as to lay a solid foundation for the healthy development of non-governmental higher education.
