Abstract The government has issued 590 billion yuan of state treasury bonds in 1998,which played an active role in struggling against the exceptionally serious flood,resisting the Asian financial crisis,as well as overcoming various difficulties such as economic stagnation.In 1999,we are still facing a severe environment at home and abroad,thus the issue of state treasury bonds continue to be an important macro control means to enlarge investment,adjust economic structure,initiate consumer demand and pull the economic growth.So,it's of especially importance to guide the bonds correctly and maximize it's utility.
