This paper discusses the necessity of the research on the approach and suggests some basic principles of apportioning investment for public trans-regional infrastucture project. After analyzing the general methods and on the basis of the principle of Game Theory,the author puts forward a synthetical approach of apportioning investment that integrates the cooperative strategy with multi-goals programming. A practical example given here shows effectice and valuable of this approach.
