摘要
结合我国建设民航强国的战略构想和中国民航局2010年"安全体系建设年"的工作部署,设计了空管系统安全管理体系(SMS)的总体框架,并对其模块和要素以及相互间关系进行了说明和论述,以期对空管系统的SMS建设起到一定的促进作用。
On the basis of the strategic objective of constructing a powerful country in civil aviation and the conception of the Year of Safety System Construction set in the work plan by Civil Aviation Administration of China in 2010, the framework of Safety Management System （SMS） on Air Traffic Management （ATM） system is designed and its modules and elements are explained in this paper. The relationship between the modules and the elements is discussed. The authors expect this can play a role in promoting the development of SMS on ATM system.
