我国档案理论与实践关系的再探索——重申政治因素的影响

Further Exploration to the Relationship of Archival Theory and Practice in our Country——Reaffirmation Influence of the Political Factors

在我国关于档案理论与实践关系的话题一直热而不决。通过文献回溯发现,在论述两者关系的文献中,只有很少的文章直接指明政治影响因素,许多文章只是涉及到政体、国情之别,或仅认识到"禁区"、"权力"等制约因素,或只触及现实问题的表象。忽视了政治因素的影响,就是没有找到二者隔离的内在原因。同时,在现实考察中也发现政治因素在档案理论和实践中一贯地在发挥作用:学界努力脱离政治和行政色彩,定位档案学于管理学科,致力于研究信息管理技术和方法,但这并非档案学所长;档案实践部门拥有档案资源而所具有的特权,使之可以无视学术的存在,档案学者如在作无听众的演讲;政治性还体现在档案选择、档案集中统一管理体制、档案的标准中,等等。政治影响以很多方式在发挥作用但是并没有被正确认识,所以档案理论界和实践部门应共同正视政治因素的影响,实实在在地推动档案学理论和实践共同发展。

The topic about the relationship between the archival theory and practice is prevailed but unsettled in our country.There are many review comments and articles about this topic,however,only a few among those comments have directly referred to political factors and most merely involve in the regime or national conditions,or even actions＇ surface.If the political factors were overlooked,then we can＇t find the internal causes of the isolation.At the same time,it is also found that the political factor keeps playing a role in the reality of archival work and academic.The archival academic circle tried to alienate archival science from politics and locate it to the management science,but the privileges of archives don＇t lie in the management＇s function;Archival practice departments possess archival resources,so they become arrogant and disregard the existence of the scholars,and archival scholars seem like giving lectures without audience;The influence of politics is also in the range of choosing files,in the principle of centralized and unified management system,and archival standardizations,etc.Political factors are reflected in many ways but have not been filed,so political factors should be faced up to promote the joint development of archival theory and practice.
