An Analysis of India's Energy Policy

由于油气资源严重短缺,印度的能源安全面临着非常大的挑战。为了解决能源短缺问题,确保能源安全,印度采取了一系列措施,主要包括设法增加油气产量、建立石油战略储备、大力发展其他能源、提高能源利用效率、实施石油产品折冲计划、积极进行能源外交等。然而,由于受油气储量严重不足这一本源性问题的制约,印度在国内进行的能源改革虽然取得了一些成效,但只能在一定程度上缓解其能源问题,而无法彻底解决。在今后相当长一段时间内,印度的能源仍不得不依赖石油和天然气,其能源安全能否得到保障主要看其能源外交效果如何,能否稳定地从海外获取油气供应。

As a result of the severe shortage of petrol and natural gas resources,India's energy security is confronted with a big challenge.In order to solve the problem and guarantee its energy safety,the Indian government has taken a series of measures,mainly including the increase of petrol and natural gas production,the establishment of strategic petrol reserve,the development of other energies,the improvement of the energy using efficiency,bettering in petrol products and active energy diplomacy.However,due to the shortage of petrol and natural gas reserve,they could only solve the energy problems to some extent,although their reform has got some effects.That is to say,they could not solve the problem completely.For a long time,they have to rely on the petrol and natural gas as their main energy.Whether its energy safety could be guaranteed or not depends on its energy diplomacy and the certainty of steady supply of oversed petrol and natural gas.
