Difficulties and Countermeasures of Establishing A Sound Social Security System in Rural Areas in Jilin Province

建立健全城乡统筹的社会保障制度是解决城乡二元结构问题的一个切入点。目前吉林省农村社会保障制度建设仍处于初级阶段,不能适应农村经济社会发展多元化的需要。解决问题的关键是要找到阻碍吉林省农村社会保障制度建设的难点及其成因,以便制定符合科学发展观的城乡统筹的吉林省城乡社会保障制度建设与发展的对策。

Establishing a sound social urban-rural integration security system is the key to the urban-rural dual structure. At present, the social security system in rural areas in Jilin Province is still in the primary stage, and becomes unadaptable to the requirements of the diversification of rural economic development. The solution is to find the difficulties and causes which prevent the rural social security system from development so as to formulate the countermeasures which conform to the scientific outlook on development and secure the construction and development of urban-rural social security system in Jilin Province.
