摘要
向非营利组织转化是事业单位的改革方向之一。由于存在人员分流、产权变革、机制转变、机构"变性"等转化难题,事业单位向非营利组织转化未形成规范路径,也未普遍发生,而产权安排、劳动人事、登记管理、公共财政、治理机制等相关制度缺失则是其根源。本文认为,应在把握转化意义及根据基础上,立足现实,形成科学、可行的转化推进战略。
NPO is one of the goals of public service units'reform. With the difficulties in labor reduction, property reform, mechanism shift and status transformation, there is not a normal routine available for the transformation, nor did it take place generally. And that attributes to the absence of relevant institutions, such as arrangement of property, personnel matters, register management ,public finance and governance mechanism. This paper aims to explore scientific and feasible strategies to actually push forward the whole process on the basis of understanding the very meaning and reason.
