County Governmental Reform:The Next Key Point in Reform of China

县政改革已经成为学术和媒介场域的公共话语。本文从话语分析的视角,考察了县政改革话语的由来以及学术场域关于县政改革的话语生产的逻辑。在此基础上,通过对近几年现实层面县域群体性事件所暴露的县域治理危机以及县域治理实践的分析,提出县域治理改革是中国改革下一步的关键点,而官民关系的重构是县政改革的核心。

County governmental reform has become a discourse in the academic as well as in the media of public field. From the perspective of discourse analysis, this thesis examines the origin and the logic of the discourse of county government reform in the academic field. Furthermore, it analyzes the group events and the practice of governance in the county level in recent years, and comes to the conclusion that the county governance crisis is coming. This article proposes that the next key point of state political reform is the county government reform, and the core of county political reform is rebuilding the relationship between the officials and the mass at street level.
