转型时期强化澳门特区政府权威的若干思考

A Study on Strengthening the Macao SAR Government Authority during the Transition Period

当前,在澳门特区致力打造世界旅游休闲中心和推进经济适度多元发展战略的前提下,必将要求特区政府管理职能做出与时俱进的调整,由此亦导致了现代文化与传统文化新一轮的碰撞乃至冲突,加速了澳门广大民众的价值观念、民族心理和政治文化的嬗变,使整体社会面临转型,政府治理模式亦将随之转型。本文藉着澳门回归祖国迈进"第2个十年"的历史新高度,论证了强化政府权威是推进社会转型的必由之路,并梳理出其五点基本思路。

Macao is currently moving towards to the establishment of global center of tourism and recreation as well as a development strategy of a moderately diversified economy, which inevitably requires that the government adjust its management functions. This may brings about conflicts between modern and traditional cultures, as well as accelerates the transmutation of local peoplea value beliefs, national mentality and political culture, ultimately resulting in polarization and even to a greater extent, the vanish of the government authority. While Macao＇s return to China has entered the second tenth year, this article aims to prove a point that strengthening government authority is the best way forward for social transformation in which five basic concepts are being discussed.
