候鸟型农民工问题的财政体制求解

The Financial System Reason of Migrant Workers

本文认为候鸟型农民工的长期存在已严重阻碍中国城市化与城乡消费力的提升,相应带来增长对出口与投资的依赖症与地区差距拉大等一系列问题,其根本原因是由于地方财政体制利益分割的刚性带来"劳动承接、户籍拒绝"所致。本文主张按邓小平"两个大局"战略将纵向梯度推移的东、中、西部合纵连横,构建沿海帮助内地的泛珠三角、泛长三角和大环渤海三大地方财政预算区,并将按财政供养人口计算地方财力的传统做法改为依国际惯例按常住(户籍)人口计算,通过协调地方财政利益关系以形成统一市场,从根本上解决候鸟型农民工及"三农"问题。

The thesis holds the idea that the problem of migrant workers has seriously hindered the urbanization and the upgrading of urban and rural consumption,and has brought growing dependence on exports and investment and caused the regional gap.etc.It is mainly due to city＇s rejection of undertaking the labor force,but the fundamental reason is the provincial finance system and revenue-sharing contract system which has caused the division of local benefits.The thesis advocates to change the three longitudinal East,Midland and West to three horizontal budget areas which include Pan-Pearl Triangle,Pan-Yangze Triangle and Large-Bo Sea Encirclement according to ＂two overall situations＂ strategy designed by Deng Xiaoping.It will change the calculation method of financial dependents to the calculation method of resident（household） population,and coordinate unified market by coordinating local fiscal relations in order to solve the migrant workers and the ＂three rural＂ problems.
