引发群体性事件的因素及对策研究

Research on Causative Factors & Countermeasures of the Mass Incident

群体性事件的生发隐含多种因素,在政府层面主要有:涉及群众切身利益的公共事业等项目决策失误甚至存在消极腐败现象,对群体性事件处置不当,有法不依,沟通协调不力;在媒体层面主要有:信息披露不及时、失真,或成为政府简单的"传声筒";在当事群体层面则为群众怀有各种复杂心理和动机。因此,政府部门应以人为本、民主科学决策,主动与其他机构和组织协调合作,与当事群体充分沟通并回应其诉求,依法及时、公正公开处置事件,媒体应发挥舆论监督引导作用,客观、及时地报道事件,从而将群体性事件消除于潜伏期或将其损失减至最小。

There are various factors concerning the occurrence of mass incident. On the government level, related factors are mainly as follows： there exist wrong decision making and even corruption in the public utilities and other projects which are of vital interests toward the masses ; improper disposal of mass incidents, failure to abide by the laws as well as poor communication and coordination abilities. On the media level, there are ： the untimely disclosure and distortion of information, or even simply to be the government＇s ＂mouthpiece＂. On the masses level, there are a variety of complex psychologies and motivations. Therefore, government departments should be people-oriented, democratic and scientific while making decisions; active in cooperation and coordination with other agencies and organizations, and should communicate fully with the masses and respond to their demands, according to the law in a timely manner, being fair and open while disposing cases; the media, should play a supervising and guiding role in public opinions, cover events objectively and timely, thereby eliminating the mass incident within its latent period or minimizing its negative effects.
