四川选举民主与浙江协商民主之比较

The Comparative Analysis of Electoral Democracy in Sichuan and Deliberative Democracy in Zhejiang

选举民主与协商民主是现代民主政治建设的两种重要形式,二者在我国的实践和运用,形成有四川选举民主模式与浙江协商民主模式。前者以自由、公开、竞争的选举为主要特征,推动了民主政治的发展,但由于缺乏协商民主作为有效补充,其发展前景堪忧;后者为民众搭建了一个与政府平等、自由、自愿进行沟通、交流、协商的公共对话平台,拓展了基层民主,但由于缺乏选举民主的作前提保障,其也陷入了发展困境。协商民主是选举民主的必要补充,而选举民主是协商民主的前提保证,二者共生发展是我国民主政治建设应有的题中之意。

Electoral democracy and deliberative democracy are two important forms of the building of modern politics democratic.The both are practiced and applied in China,forming the mode of Sichuan Electoral Democracy and Zhejiang Deliberative Democracy.The former is free,open,competitive elections as main characteristics,so promote the development of democratic politics.But due to the lack of deliberative democracy as an effective complementation,it is worrisome to its development prospects.The latter as an equality,freedom,voluntary communication,consultation public dialogue platform of people and the government,expanding the space of the grass-roots democracy,but due to the lack of electoral democracy as a precondition for protection,it is also in development dilemma.This paper was of the view that the deliberative democracy is a necessary complement to the electoral democracy and electoral democracy is a prerequisite to ensure deliberative democracy,both symbiotic development is important to our democracy.
