比较与契合:新农合实施现状与农民期望值研究——基于对安徽、山东部分县区的调查

Comparison and Conjunction:Study about the Status Quo of Implementation of the New Rural Cooperative Medical Service System and Farmers' Expectation——The Survey Based on Part of the Counties in Shandong and Anhui Province

在对山东和安徽省部分县区新农合实施情况进行为期半年的调研基础上,围绕新农合核心机制:资金补偿、报销程序、基金运行、保障水平等方面,基于两个视角:一是从该制度执行现状视角,二是从农民期望视角开展的比较研究。通过比较二者间的"差距",为了弥合"间隙",医疗机构需要减少农民医疗开支、管理部门需要进一步完善报销系统、切实提高基金使用效率、努力实现医疗保险城乡一体化的目标,最后提出,完善该制度的下一步核心工作在于机构和队伍建设。

Based on a six-month investigation about the implementation of the new rural cooperative medical service system on part of the counties in Shandong and Anhui Province,this paper focus on the core mechanism of the new rural cooperative medical service system,including financial compensation,reimbursement procedures,fund operation,security level,etc.Based on two perspectives：On the one hand,from the perspective of this system＇s present situation;on the other hand,from the perspective of comparative study about farmers＇ expectation.By comparison and exploration of the ＂difference＂ between them,in order to bridge the ＂gap＂,medical institutions need to reduce the farmer medical expenses,management department needs to further perfect reimbursement system,improving fund use efficiency,making great efforts to realize the goal of urban-rural integration of medical treatment insurance,and finally put forward to the next core work consummating the system is institutions and team construction.
