流动摊贩视域下的城市社区治理——以皖东南W市为例

Views of Urban Community Governance from the Perspective of Flowing Peddlers——A Case Study of W city in Southeast of Anhui

基于对流动摊贩的个案研究,对城市的社区治理做了一些初步探讨。摒弃过去单纯研究社区治理的视角,站在流动摊贩这类弱势群体的角度,对其有了新的认识。流动摊贩对城管或物业管理的态度以及如何协调二者之间的关系,最终实现"双赢",关系到城市社区治理的完善,关系到社会热点问题的解决,关系到和谐城市的建设与发展。良好的城市社区治理,是处理好流动摊贩问题的关键,是维护城市弱势群体合法利益的前提,也是保证整个城市繁荣与发展的必要条件。

This paper made some preliminary discussions of urban community governance,which based on the case study of flowing peddlers.Abandon simple research from the perspective of community management in the past,stand on the position of flowing peddlers these disadvantaged groups,and acquire some new knowledge.Urban flowing vendors＇ attitudes to urban management or property management,how to coordinate the relationship between them,and finally realizing the ＂win-win＂,are in relation to the progress of urban community governance,the solution of social issues,the construction and development of harmonious city.Good governance is the key to solve flowing peddlers＇ problem,the premise to maintain social vulnerable groups＇ legitimate interests,and the necessary conditions to ensure the whole city＇s prosperity and development.
