云南省“城增村减”挂钩政策实施存在的问题与对策

Policy of linking the increase in urban construction land with the decrease in rural construction land in Yunnan Province: Problems and countermeasures

介绍了云南省城乡建设用地概况及"城增村减"项目的主要类型,指出云南省增减挂钩政策在实施中存在挂钩项目实施规模小,总体效益不突出;投资主体较多,资金缺乏有效整合;利益分配体系欠完善,农民权益得不到保障;对政策认知程度不足,项目监督检查机制不健全等问题。提出统筹规划,整村推进;加大资金整合力度,完善项目运作模式;健全挂钩实施办法,保障农民合法权益;加大宣传力度,健全监督管理制度等对策建议。

The present paper aimed to analyse the implementation stutas of policy of linking the increase in urban construction land with the decrease in rural construction land in Yunnan Province（hereinafter referred to as ＂lingking policy＂ and its project referred to as ＂linking project＂）.The main types of linking project were also discussed in this paper.During the process of linking policy implementation,some problems have been worked out which included small-scale structure and the poor performance of linking projects,failure to integrate investment funds due to many investors,farmers＇ right largely outside the protection due to the imperfect benefit assignment system,lack of understanding of linking policy,inefficiency of supervision and inspection system,etc.In order to promote the improvement of linking policy and implementation of linking project,some countermeasures,viz.,overall planning of linking project based on the principle of whole-village advancement,enhancement of fund integration,perfection of linking project operational mode,improvement of implementation measures for linking policy to protect farmers＇ legitimate rights,strengthening propaganda,perfection of supervision and management system,etc.,have been recommended.
