公共文化服务体系中的地方文献建设问题探讨——以曲靖市公共文化服务体系中的地方文化建设为例

Research on the Problem of Constructing Local Documents in the System of Public Service——Case Study of Constructing Local Cultures in the System of Qujing Public Service

考察曲靖市公共文化服务体系中的地方文献建设现状发现,该区域的地方文献建设存在领导重视不够,政策支持不力;文献征集力量单薄,对地方文献资源的开发力度不够;服务随意散漫,缺乏统一的文献建设协作机构;软件配备较差,馆藏量严重不足;地方珍贵历史文献流失严重,藏品匮乏等困难及问题.当前应采取的对策是,抓住制定"十二五"规划的有利时机,切实转变观念,提高曲靖市民对加强地方文献建设的认同感;切实增加经费投入,构建和完善加强地方文献建设的保障机制;切实强化人才工程建设,努力培养一批有事业感的专业技术人才;切实疏通各种渠道,加强地方文献的征集力度;建立地方文献信息中心,推进地方文献资源共建共享.

The research on constructing local cultures in the System of Qujing public service shows the following deficiencies in Qujing： less attention from officials,less supportive policy,inadequate documents,inadequate exploitation of the local documents,dissatisfactory service,without united department for constructing the documents,software of low quality,severe inadequate volumes in the library,valuable local documents missing,and inadequate collections.Taking the advantages of the establishment of the Twelfth Five-year Plan,we put forward the countermeasures for the problems： emancipating the minds to improve Qujing citizens＇ identity of constructing the local documents,funding more for the local documents construction,training more talents of technology,collecting more local documents,and constructing local information center to promote the share and construction of the public information.
